So summary, if you have a heroic victory, or you defeat the 'sally out' when your target has about 1 province, you can get them to be your protectorates (usually doesn't work when above 1, but i managed it once with a bit of money and techs) without any other deals exept peace treaty. now i own an empire from Wurttunberg to Komi and from berlin to venice.
gave them land and a war to wage, russia took out sweden (i did help a bit), austria took part of ottomans empire, and hannover took the UP and westphalia. i made hannover, austria and the leftover russia my protectorates. I like my protectorates, i played a prussia on vh/vh, at about 1720, i finished taking poland-lithuania (it was a carnage, i took, lost took lost, every region they own pretty much, and they took at lost east prussia, eventually, i bet them) only thing, that still left me at war with austria, hannover (they where passive) and russia, hannover blocked the way for austria, but the austrians still have a pretty big fleet in the baltic raiding my trade routes, i managed a peace with hannover,(hannover owned Saxony, i offered them silesia in return for trade and alliance, which left me with only a small gap near the polish default school) i then raded on the war with russia, with an alliance with hannover (which by that time where are war with austria and holding on pretty well), and ottomans taking out southern russian lands and their protectorate.
